Window Blinds: Do you need any?

An owner here at 900 Marshy Cove has a complete set of window blinds available. The blinds are from a Dorchester Unit.  Given their good condition, he would hate to trash them..
Will they fit other units' windows? Maybe, It's worth checking.

Subject: Ward Meeting regarding development at Sailwinds

  Fellow citizens,

     A couple of weeks ago, Council decided to have a public work session to discuss the possible release of a Request For Proposal (RFP) for development of the Sailwinds property.  The mayor at that time did not favor public input at the work session and she asked the commissioners to poll their wards regarding the proposed release of an RFP.  I subsequently arranged to have a meeting with my constituents and I have that set up for this Thursday, Feb. 11, at City Council Chambers at 6:30 P.M.  A couple of days ago, the mayor changed her mind about taking public comments on Feb. 17, so there may be some opportunity to do so then as well.
     The advantage of attending this Thursday is that you will likely have a smaller crowd and more opportunity to get information and to share your thoughts.  I am hoping that you would be willing to complete a short survey during our get-together.  I would use that information to express the sentiment of my ward at the meeting on the 17th.  If you cannot attend this Thursday and would like to complete the survey, let me know and I will send it to you via email.
     Please feel free to forward this email to your neighbors!  If you want to copy me, I will add their email addresses to my list so that, in the future, I can contact them directly to let them know what is going on, both on Sailwinds and other matters of interest.
     Again the meeting is this Thursday, Feb 11, at 6:30 at City Council Chambers, 305 Gay St.  I have asked Commissioner Hanson to join us as he sits on the Sailwinds Committee and is quite knowledgeable about the history of this project.  Please feel free to contact me via email or by phone.  My cell is 443-205-3263.

Important Notice from the Deep Harbour Master Association

Good Evening,
I'm asking everyone to keep ALL vehicles and property secured at all times and don't leave valuables in your vehicles whether locked or not. Lock your house and keep your garage doors closed and locked at all times as we have had several thefts recently. I've seen non-residents passing through Deep Harbour looking around the last two mornings and again this evening. I've called police twice this evening.

There was a theft on Aurora St at the condo bldg just outside our fire gates. Our dogs alerted us but, the cops couldn't get there quickly enough.

Please watch for young 4 black males, approx age 16-20, on bicycles cruising through Deep Harbour and adjoining neighborhoods. The morning trips have been just one "scout" looking things over. This evening's trip was four males on four bikes. They're looking for opportunities to steal anything left unsecured. To my knowledge they haven't broken into any homes or vehicles yet but they have entered unlocked cars and garages that were left open. The same four people have been seen on bikes just before other incidents. The police feel pretty certain they're the perpetrators but they have to catch them in the act or with the goods.

If you see anyone acting suspiciously or anything that doesn't look quite right, please call 
Cambridge Police Dept immediately at 410-228-3333. 
Sgt Hurley asks that we keep phones on us as much as possible and call right away if we see anything suspicious. They're trying hard to catch these kids but, four of them working together and riding bikes are proving difficult to catch. The bikes make thieves quick, quiet and stealthy. They cruise around scouting things to steal then three act as lookouts while the fourth one takes the prize. They can shut it down and be gone the second anyone approaches, be it a resident on foot or a police officer in a car, and they can go places on bikes that cop cars can't.

The easiest way to rid ourselves of this problem is to NOT give them the opportunity. You'll be hearing this a lot until everyone gets in the habit of securing everything and the thieves look for opportunity elsewhere.

Please share this message with as many residents as possible. Owners who rent their units, please be sure your tenants get this information ASAP. We are asking Sentry to send an e-mail blast to all owners and residents.
If we all work together we can solve this problem pretty quickly.

City Manager - City Council Meeting Tonight

This is a reminder that a report back to the mayor and commissioners on the petition verification process is scheduled for tonight at city council chambers on Gay Street. Start time is normally 7:00 p.m.

If there is a sufficient percentage of signatures of city registered voters on the petition, then the next step in the process would be for a referendum question to be formulated, a date to be set for the vote, a decision to be made on the location for the vote, and who will run the voting process - Dorchester Election Commission or the city.

I have no idea at this point what will take place this evening on this issue so please feel free to come and learn at the same time with everyone else.

For those who are not able to come, I will let you know tomorrow what happened.

Cambridge council turns down housing proposal

CAMBRIDGE — The Cambridge City Council voted 3-2 Tuesday against participating in a federal program allowing for the sale of 190 public housing units to the private District Development Group LLC of Washington, D.C. The council will meet again on the matter 6 p.m. Monday, April 6, for a public work session in council chambers.............

Cambridge: City Manager Debate wears on.....................

CAMBRIDGE CITY MANAGER INITIATIVE
CURRENT STATUS
as of February 7, 2015

  • ·        Mid December - the commissioners on a 4-1 vote pass the charter changes and transition ordinance.
  • ·        Under Maryland law, those who disagree with that law change have until January 26th to obtain signatures of 20% of the registered voters in the city seeking a referendum.
  • ·        On the evening of January 26th, a petition was presented at the city council meeting seeking such a referendum.
  • ·        As a result the city manager implementation process is on hold pending a number of things.
  • ·        The Petition was sent to the Dorchester Board of Elections for review.
  • ·        The Board of  Elections has declined at this point to participate in the certification process and has returned the petition to the City of Cambridge
  • ·        What will happen next has not yet been decided by the commissioners.
  • ·        If the petitions are certified in some way, city council will need to determine the language that will be used for the referendum and will also set a date for a vote on the referendum.
  • ·        The options for a vote would be either within 40-60 days of the petition being approved and the ballot language being set or at the next general election in June 2016 (over a year from now).
  • ·        Those who presented the petition asked to have the ability to observe the certification process.

Message from Steve Rideout regarding City Manager for Cambridge, MD

A letter that was received from Steve Rideout by email on January 27, 2015.
Below the letter is an explanation of the City Manager form of government and why.

"Dear Group:
"As you know, there have been ups and downs with the effort to improve the effectiveness of the government of Cambridge through establishing a city manager form of governance.
"Last evening there was another bump in the road.
"As you will recall, in December the commissioners on a 4-1 vote passed the charter changes and transition ordinance. Under Maryland law, those who disagree with that law change had until yesterday to obtain signatures of 20% of the registered voters in the city seeking a referendum. Last evening a petition was presented at the city council meeting seeking such a referendum. As a result the city manager implementation process is on hold pending a number of things.
"1. The Dorchester Board of Election must review the signatures on the petition and determine if there are the required number of registered voters who have signed it.
2. As I have not seen the form that was presented, I do not know what it says, but that has to be reviewed to determine the petition meets legal requirements.
3. If the petition meets the requirements, the Board of Elections will certify the matter back to city council for next steps. How long the review of the petitions will take is unknown.
4. If the petitions are certified and returned to city council, it will need to set a date for a vote on the referendum. The options would be within 40-60 days of the petitions being returned or the alternative would be that the vote would be held at the next general election in June 2016 (over a year from now).
"Those who presented the petition asked to have the ability to observe the certification process by the Board of Elections. It would appear that there would also be an opportunity for those who support the commissioner's decision to establish the charter changes to also observe that process.
If the petition is certified for a vote, there will be a need for people who support the effort to have a city manager to put together a campaign to make that happen. That means the ability of the small group that has pursued this effort  for the past 2 years needs significant help from you, your neighbors, and those you know in the city.
"In the final analysis, we will get the government that we deserve. If we simply let the vote happen with no effort on our part, I am concerned that Cambridge will return to a government that hides what it will do with Sailwinds, overtaxes its citizens, fails to implement a vision for the city to help it and its citizens to prosper, be a city that thrives on grants rather then effective and smart business development, and the list goes on."

Background on City Manager Initiative

Here are some reasons why we think it is a good idea:

Council-manager government combines the strong political leadership of elected officials with the strong managerial experience of an appointed manager or administrator. All power and authority to set policy rests with an elected governing body, which includes a mayor and members of the council. The governing body in turn hires a nonpartisan manager who has very broad authority to run the organization. The council-manager form has become the most popular structure of local government in the United States.

How does council-manager government work?

The elected council represents our community and develops a long-range vision for its future. They establish policies that affect the overall operation of the community and are responsive to residents’ needs and wishes. To ensure that these policies are carried out and that the entire community is equitably served, the Council appoints a highly trained professional manager on the basis of his or her education, experience, skills, and abilities (and not their political allegiances). If the manager is not responsive to the governing body, it has the authority to terminate the manager at any time.

How can council-manager government benefit our Community?

Policy-making resides with elected officials, while oversight of the day-to-day operations of the community resides with the manager. In this way, the elected officials are free to devote time to policy planning and development

The manager carries out the policies established by the elected governing body with an emphasis on effective, efficient, and equitable service delivery. He or she is a full-time professional employee whose sole responsibility is working to improve Cambridge.

Does it cost more to have the council-manager form of Government?

Most local governments have found that their overall costs are reduced under competent full-time management. Savings come from decreased operating costs, increased efficiency and productivity, and improved revenue collection. The economic health of the community benefits from improved business development and retention of existing businesses.

City Manager: Letter to the Editor

Dear Interested Citizens:
We have spent much of the past two years talking about moving to a city manager form of government. On Saturday a friend sent me a link to a video done in Michigan about the benefits of a city council-city manager form of government. It says in minutes what we have been trying to say these past two years.
Please watch it. Please share it with others no matter their position on the issue. It is important that everyone understand what we are seeking for Cambridge and the benefits that will come with having a city council-city manager form of government.
The only things that I saw in the video that were different about our story in Cambridge are these:
1. They do a comparison between a "strong" mayor form of government and a city council-city manager form of government. The current form of government for Cambridge is what is called a "weak" mayor form of government. The commissioners in Cambridge are the strong part of our governmental structure. In my view this difference only shows how much better our proposal is because it brings the mayor and commissioners together to develop the vision for the city rather than possibly placing them at odds with one another.
2. The video talks about cost savings because the salary of the full time mayor in Michigan would be moved over to pay the city manager. As we do not have a full time mayor who is paid a full time salary, there would be no savings in salary as we are not proposing that the  salary of any elected official be reduced. The savings come, as explained in the video, by a better run and more efficient government that is managed by the city manager.

Public Hearing

The Cambridge City Council will hold a public hearing on Monday, October 20th at 6:00 pm in the Dorchester County Library (303 Gay Street) for the purpose of receiving public input and comments on the Unified Development Code.  The UDC is the proposed zoning ordinance that will replace the current one that was adopted in 2003.  The proposed UDC can be viewed on the City’s website www.choosecambridge.com.

Cambridge Historic Preservation Commission: Thursday, October 30th, November 6th, 2014

The Cambridge Historic Preservation Commission has released a draft set of Historic District Design Guidelines and is seeking public input on this material until November 14th, 2014 (30 day public comment period). The document can be found on the City’s website by clicking on the following link.


A copy of the Design Guidelines is also available for review at the Dorchester County Library (303 Gay Street), City Hall (410 Academy Street) and the Department of Public Works main office (1025 Washington Street). In addition, two public meetings to obtain public feedback have been scheduled as follows:

>Thursday, October 30th   (Public Safety Building, 8 Washington Street, 2nd floor- 7:00PM)

>Thursday, November 6th (Dorchester County Public Library-7:00PM)

Where can I recycle?

An email from a resident to the City of Cambridge:

We have a second home in Cambridge at Deep Harbour -- where is there any recycling? It seems this county lacks recycling pick up or at least it's not at Deep Harbour. Someone said it used to be at Walmart - is it still there? Please do let us know. Thanks much!

Yes ,
Dorchester County does have a recycling drop off site. It used to be at WalMart but in preparation of the renovations, it was relocated to the Industrial Park which is directly behind WalMart. You can access the Industrial Park on Chesapeake Drive, which runs between Woods Road, and Rt. 16/Cambridge Beltway. If you enter off of Woods Rd. continue on Chesapeake Drive for a short distance there is a road on the right (the first road) just prior to GKD. Turn down that road and the recycling bins are at the end of this road next to the railroad tracks.

My response to the 'letter to the editor.'

Dear Reader,

I don't publish everything that people send me for various reasons. (I'll post this comment for you.)

I never meant to imply that the card or fob access system is a done deal. I was only listing current issues.
Thus the title "current issues on the table".
At the last meeting on November 13, the board discussed it one more time.

As I understand it, the plan is to send a mailer and to invite opinions. Actually, I not sure if a vote or referendum from the residents is required. The board may be able to decide itself. My understanding is that the board must announce that it intends to vote on an issue but need not take a referendum on all motions. I'll have to pull out the bylaws to be sure of the protocol.
In any case, the next board meeting is the place to express our opinion on the issue.
I have confidence that the board will defer to the prevailing opinion.
January 8, 10:30 AM is the next planned meeting.

Regarding the security system, personally, I think that it would be money well spent.
I will try to publish some technical information on it so we can better understand how it works.

Regarding the gates, yes, Beazer has control. I don't know what to say about it.
Your comments about the gated community are well taken.

INSTALLATION OF THIS SYSTEM HAS TO BE VOTED ON BY ALL OF THE RESIDENTS....IT IS NOT A DONE DEAL YET...THIS IS A FALSE STATEMENT..WHY? ... FURTHER, THIS SYSTEM WILL ADD TO FUTURE OPERATING COSTS THAT ARE NOT DISCUSSED HERE EITHER ..... WITHOUT NOTICEABLE BENEFIT......I DO’T WANT IT.....

YES, AND WE HAVE BEEN NOTIFIED TWICE RECENTLY BY COMANCO OF ANOTHER CHANGE.......FEDEX AND UPS NOT ONLY

I BOUGHT INTO A GATED COMMUNITY AND THIS IS NOT ONE. A NEW SECURITY SYSTM IS NOT NEEDED AT OUR MAIN ENTRANCE.

Restaurant recommendation - Italiano!

One of our residents wrote:

"Highly recommend La Bella Pizzeria (1721 Race Street, Cambridge - 410-221-8082)
We found La Bella Pizzeria this past year, and trust me, since we're Italian, it passes muster!
The eggplant parmigiana is out of this world -- not breaded either. Salads are generous and tasty. And, you can buy pizza by the slice or order your own to eat-in or take-out. Gourmet, thin napoletano or square thick sicilian pizza. Toasted panini and stromboli, calzones and other entrees such as fettuccine alfredo, stuffed eggplant, baked manicotti, lasagna, etc. Whole wheat pasta available upon request.
There's much more on the menu, and I left a few downstairs this weekend. Not limited to Italian cuisine as you can get a steak, hoagies, burgers, wraps. Check out the specials that change daily. Have a cappuccino or espresso as well.
Not to forget the kids: There's chicken tenders, spaghetti and meatballs, and cheese ravioli if the kids don't want pizza.


A former Baltimore chef started this restaurant here in Cambridge. Everything fresh. He bakes rolls and breads, and makes desserts such as tiramisu and cannoli. The atmosphere is basic, but the food delicious and price wise, very reasonable. The eggplant parm with spaghetti comes with small salad and bread, costing $11.99. Incredible. And it's truly two meals worth unless you like huge portions (which they are for some).

Right now, I think delivery is only for businesses and for orders over $30. But you can call ahead and then pick up/take out.

We love it! Try it out 'cause when there's a new place you really like, you have to promote it or patronize."

Now that's a recommendation!

Letter to the Editor

Concerns from a resident of 900 Marshy Cove.

QUESTIONS THAT NEEDS TO ANSWERED ARE:

1. CAN BEAZER JUSTIFY THE MARKET’S NEED FOR MORE CONDOMINIUMS?


a. IF THE SLOW CONDO SALES AND SAGGING PRICES OVER THE PAST TWO YEARS ARE ANY INDICATION, THEN THE ANSWER IS NO.

b. I KNOW THE CITY HAS QUESTIONED THIS NEED. HOWEVER, ON THE OTHER HAND WHEN YOU LOOK AT THE TAX REVENUES BEING GENERATED FROM THE CONDOS ALONG THE CAMBRIDGE CREEK ..... YOU'LL SEE WHY THE CITY OFFICIALS ARE IN SUPPORT OF MORE, NOT LESS CONDOS.



c. WILL BEAZER IMPROVE THE ROAD DESIGN WITH BETTER LAYOUTS?

1) THERE HAS BEEN NO COMMUNICATIONS FROM ANYONE ABOUT ANY
ROAD DESIGN IMPROVEMENTS. THE CONFIGURATION STINKS!

2) I HAVE NOT READ THE BECHT ENGINEERING REPORT THAT WE SPENT SO
MUCH MONEY ON SO LONG AGO REGARDING ANY OF THE IMPROVEMENTS
OR SUBSTANDARD DESIGN DEFICIENCIES OF OUR ROAD NETWORK.

3) ALTHOUGH THE CAMBRIDGE FIRE DEPARTMENT APPROVED THE EXISTING ROAD LAYOUT, IT IS SUB-STANDARD AT EVERY TURN. IF FIRE TRUCKS CAN
MOVE AROUND THIS SITE (THEIR CRITERIA TO GOOD DESIGN I GUESS),
THEN WHY DO MOVING & DELIVERY VANS HAVE SO MUCH TROUBLE MANEUVERING WHEN MAKING TURNS AND TURNING AROUND?

4) THE TURNING RADIUS OF THE CURBS IS TOO SMALL.

5) THE SIGNAGE FOR SAFELY DIRECTING TRAFFIC FLOW AROUND THE SITE, i.e.,"ONE-WAY" TRAFFIC SIGNS ARE MISSING AND SUBSTANDARD.

6) THE ROAD LAYOUTS ARE DANGEROUS AND SUBSTANDARD.
THESE SUBSTANDARD ROADS FOR A MULTI-MILLION DOLLAR
DEVELOPMENT COMPLEX AFFECTS THE DEVELOPERS MARKETING
ABILITY, THE SAFETY, AND OUR DAILY SAFE USE OF THEM.......

7) VEHICULAR ACCESS TO GARAGE PARKING IS POOR AND UNSAFE.

8) ACCESS AND EGRESS CONFIGURATIONS TO THE DEEP HARBOUR SITE AT TRENTON AND CEDAR STREETS IS POOR AND NEEDS TO BE REDESIGNED.
