EASTON — The Talbot County Council voted Tuesday, May 26, to keep its community pools closed through summer in response to the coronavirus pandemic. But the county’s summer camps could see an early July opening.
Preston Peper, Talbot’s parks and recreation director, recommended during the council’s meeting Tuesday at the Talbot County Community Center in Easton that the council not reopen the county’s public pools this summer because of staffing, safety, and financial concerns.
Peper said it’s “virtually impossible” for children to maintain a safe physical distance, especially when they’re in a swimming pool “constantly climbing on each other.”

The DHMA and 900 Marshy Cove Condo Association are in need of a person with word processing skills to record the minutes of our meetings.  

  • Most meetings occur on Saturday mornings. Some on Thursday afternoon.
  • DHMA has 6 meetings per year
  • 900 MC has 5 meetings per year
  • Typical fee: $100 -$150 per transcript
  • Other associations are also in need of a recording secretary.

900 Marshy Cove Floors

After 12 years, the floors at 900 Marshy Cove have been refreshed
The latest improvement was the completion of the stairway landings.
The floor has been painted a light gray. The ambient light has tinted the photo making it look brown,
A highly durable epoxy paint was used to ensure long life.

Next on the projects list is to brighten up some of the dark corners in the garage,.

Automatic door openers are also under consideration leading from the lobby to the garage.

DHMA Annual Meeting of Owners: Reminder

Deep Harbour Master Association 
Annual Meeting of Members, 
Friday, June 5th, 7:00 PM

Location: Dorchester Library plus Video Conference.

The Master Association has scheduled the Annual Meeting for Friday, June 5, 2020 at 7:00 PM.
Every year, the meeting has been staged at the Dorchester Public Library.  The library meeting room has been closed for the summer; therefore, a face-to-face meeting is not possible in deference to COVID-19 restrictions. 

An on-line video conference link has been sent to all owners.

Since multiple attendees will be engaged on the video conference, it will be difficult to manage the conversation. So, a few rules will be in place.  
  • All non-board members will be initially muted. The mike will be opened to the members if comments by members are in order.  
  • Written requests by email or US mail will be given priority. Those individuals who have submitted queries will be un-muted to ask their question, make a motion from the floor, or comment. 
  • Each speaker shall announce their name and sub-association. The video conferencing software provides a chat window which will enable viewers to ask questions during the meeting.
  • With your meeting invitation mailer, there will be a proxy form and a form for submit a question or make a comment. 

Even if you plan to attend the video conference call meeting, it is encouraged that you complete the proxy form. Please indicate if you plan to attend the Video Conference.

Letter to the DHMA; Pool Operation

I have a question concerning the opening of the pool.  Is there a regulation/law that a lifeguard is required?  I have visited friends in other private  gated communities around the east coast with pools and it's swim at your own risk. Why is it necessary to have a lifeguard?

We are required to have a lifeguard on duty per Maryland code.
If we could go to a “swim at your own risk” pool, we also would need to consider management of access. We would need to provide fob/card access keys to all residents or upon request. It would also be wise to add camera surveillance. Also, the water needs to be tested three times per day that's also a duty of the lifeguard,

Our closing of the pool had less to do with the lifeguard availability than other issues. With the current crisis, we would need to institute wipe-down sanitation practices. Face masks, and social distancing are expected to stay in place for some time. Bathroom cleaning would also be affected. It just gets too complicated. 

Regarding the necessity of lifeguards

“Code of Maryland Regulations”: “Public Swimming Pools and Spas”

(6) Except as set forth in §D(1) and (3) of this regulation, an owner of a semipublic pool that has a water surface area greater than 2,500 square feet or that is part of a multiple pool facility within one enclosure that has a combined water surface area greater than 2,500 square feet shall ensure that at least one lifeguard is on duty on the deck observing a pool in the ratio of one guard per 50 individuals in the water:

(a) During the peak seasonal use of the pool from Memorial Day to Labor Day; and

(b) During the use of an indoor, heated pool throughout the entire year.

Riverwalk Scuttlebutt

Some misinformation has come to my attention.

Our Deep Harbour Community DID NOT PAY for the recently extended sidewalk referred to as the "Riverwalk". The sidewalk was fully funded by a law suit levied against Beazer. The City of Cambridge sued for back taxes and other compensation totaling near $250,000. In addition, $80,000  was collected for the completion of walkway around the property know as Townhouse 4.

If you read your DH governing documents, you will learn that the DHMA is responsible for the maintenance of the walkway. Once completed the city will contribute nothing. 

This has been discussed at several of our DHMA meetings and mentioned in my President's Report in the past year.

Cambridge Council approves waterfront property transfer draft

CAMBRIDGE — The Cambridge City Council moved forward with drafts of transfer agreements of the Sailwinds port and gateway properties during their regular meeting held via teleconference Monday evening, April 27.
Mayor Victoria Jackson-Stanley presided over the meeting from Council Chambers, and the Commissioners, City Manager, City Attorney, and citizens participated remotely.
Cambridge Waterfront Development, Inc. Interim Executive Director Sandra Tripp-Jones delivered a request to the City from CWDI to approve drafts of transfer agreements for properties at the site on the Choptank River in Cambridge.
