Reckless Scooter Driver! ALERT!

Posted are 2 photos of the scooter-terrorist that ran one of our neighbors off the sidewalk near Tidewater Drive trash bin.
If you're unfamiliar with this problem, this scooter barrels through DH, primarily on the sidewalks coming off of the gate near Henry St, then exits Cedar St pedestrian walkway. Today he came back.
The Cambridge Police Dept have been notified. The license plate is bogus, so the police have more than one reason to apprehend him. They will be running extra patrols, and have asked that we call them immediately to report any further incident.
Call the Cambridge Police at 410-228-3333 if you see this person or vehicle.
CPD email: cpdc1@cambridgepd.org

Please circulate this widely to anyone you think may help catch this person.

Many thanks to the resident who contributed this information.

Update on Bicycle Thieves

See more on the Cambridge Police Facebook page,

Our detectives have charged two juveniles after an extensive investigation. The arrest of these juveniles have led to a total of twenty nine closed cases with a majority of them being theft from vehicles throughout the City of Cambridge. Five of the cases were recent burglaries and attempted burglaries of businesses within the city. There are additional arrests expected and detectives are still in the process of notifying the victims.

The arrest of these juveniles began with a phone call from a concerned citizen reporting suspicious activity in his neighborhood. This is a great example of the community and the police working together to prevent crime and make our streets safer.

Security at Deep Harbour and 900 Marshy Cove: Community Watch

As a result of the last 900 Marshy Cove Board of Directors Meeting, an initiative to organize a Community Watch was launched.

At this time, volunteers are needed. For the most part, it is about keeping our eyes open and reporting incidents. In the past, incidents have been unreported or overlooked.  Other incidents have been processed through the grapevine only to be amplified.

One of the first steps will be to post signage to put the public on notice that Deep Harbour is private property and surveillance is in place.  Such signage provides the local police with justification to intervene when called.

Everyone in our community can help. If you see someone who does not belong and appears to be acting suspiciously, or loitering, call the police. Write down the time of day and description of the activity.  Good information will be the foundation of a solid Community Watch program.

Please understand that pedestrians do have the right to pass through Deep Harbour. There are many locals that use the easement to pass from Trenton St to Cedar St.  We do not need to harass these citizens.

Of the very few incidents reported to date most could be classified as opportunistic thefts.  Keeping doors locked and taking simple precautions, should deter future occurrences.
~~~~~
At 900 Marshy Cove, a third surveillance camera was added to record activity in the garage. Now there are 8 cameras recording all entrances, the garage, and the lobby.  Cameras do not stop the bad guys but, at minimum help to establish the time and nature of an incident.
At this time, send your incident reports to
or to Sentry Management
Or to a member of the 900 MC board of directors.
Important Notice from the Deep Harbour Master Association
Email: October 14, 2015
Good Evening,
I'm asking everyone to keep ALL vehicles and property secured at all times and don't leave valuables in your vehicles whether locked or not. Lock your house and keep your garage doors closed and locked at all times as we have had several thefts recently. I've seen non-residents passing through Deep Harbour looking around the last two mornings and again this evening. I've called police twice this evening.
There was a theft on Aurora St at the condo bldg just outside our fire gates. Our dogs alerted us but, the cops couldn't get there quickly enough.
Please watch for young 4 black males, approx age 16-20, on bicycles cruising through Deep Harbour and adjoining neighborhoods. The morning trips have been just one "scout" looking things over. This evening's trip was four males on four bikes. They're looking for opportunities to steal anything left unsecured. To my knowledge they haven't broken into any homes or vehicles yet but they have entered unlocked cars and garages that were left open. The same four people have been seen on bikes just before other incidents. The police feel pretty certain they're the perpetrators but they have to catch them in the act or with the goods.
If you see anyone acting suspiciously or anything that doesn't look quite right, please call
Cambridge Police Dept immediately at 410-228-3333.
Sgt Hurley asks that we keep phones on us as much as possible and call right away if we see anything suspicious. They're trying hard to catch these kids but, four of them working together and riding bikes are proving difficult to catch. The bikes make thieves quick, quiet and stealthy. They cruise around scouting things to steal then three act as lookouts while the fourth one takes the prize. They can shut it down and be gone the second anyone approaches, be it a resident on foot or a police officer in a car, and they can go places on bikes that cop cars can't.
The easiest way to rid ourselves of this problem is to NOT give them the opportunity. You'll be hearing this a lot until everyone gets in the habit of securing everything and the thieves look for opportunity elsewhere.
Please share this message with as many residents as possible. Owners who rent their units, please be sure your tenants get this information ASAP. We are asking Sentry to send an e-mail blast to all owners and residents.
If we all work together we can solve this problem pretty quickly.
Thank You.
Andy S, President
Deep Harbour Master Association
900 Marshy Cove, Board of Directors: New Business, September, 12, 2015
By-law Changes,
proposed at the September 12, 2015, 900 Marshy Cove, Board of Directors Meeting.
The following describes a proposal that is intended to manage the character of our building. This is a PRELIMINARY DRAFT for owners to consider. The proposed measures require a Unit Membership vote of 67% (33 unit owners of 48) to be adopted. Our informal poll of owners, including landlord owners appear to support these proposed amendments.  All of these proposed by-law changes have legal precedence in the State of Maryland.
Please understand that passing these amendments will require much work and cooperation. Each step will require the approval of the 900 Marshy Cove Board of Directors. At this time the BOD fully supports this initiative.
The process:
  1. Establish a special committee of owners to refine the proposal and set objectives. Other by-law changes may be included.
  2. The Committee will engage legal counsel to develop the proper language to conform with Maryland Condominium Law.
  3. The Committee will set a date for a Special Meeting of Members for the explicit propose of voting on the issues. Ballots and will be sent out with notices of the Special Meeting of Members.
  4. The amendments, whole or in part, will voted into effect at the Special Meeting,
Status as of September 12, 2015,
The committee has not been officially formed at this time.
(Counts are approximate)
17 units are rentals.
15 units are full time owners
16 units are second homes.
~~~~~~~~~~~~~~~~~~~
Proposed Amendments to the Bylaws (DRAFT)
Why Rental Limitations?
An increasing number of units are now occupied by tenants as opposed to owners.  As this transition occurs, the character of the building also changes; therefore, it is in the best interest of resident owners, non-resident owners, and landlord owners that we maintain a balance between these three categories.  Resale value of our units is affected by the residency of non-owners because of the perception held by prospective buyers.
The percentage of rental units also affects financing options. Federally underwritten financing such as FNMA, FDMA, and FHA require more restrictive terms on multi-unit condominium buildings where rental units exceeds 50%.
Why Limits on Unit Ownership?
Another issue is the possible influence of bulk buyers. Although this is not an immediate threat, restricting the number of units which one entity can hold should be limited.  There are multiple examples of predator real estate speculators that purchase units to control the Board of Directors with the end objective of terminating the condo association. After which they can force unit owners to sell.  The unit reserve funds can be seized and the units are converted to apartments.
Note: Our current bylaws prohibit an entity to hold more than one Board of Directors position.  However, multiple unit owners do have one vote per unit owned.  Member votes are required for election of officers, by-law changes, as well as amendments proposed below.
Please note that these restrictions have been instituted into by-laws of other condominium associations in the State of Maryland. These restrictions are permitted by Maryland Condominium Law.
To that effect, the following propositions are submitted to association member for their consideration and approval.

Proposed Amendments: (Each voted and approved separately)
  1. New unit owners shall be required to use their units for non-rental purposes for the two(2) years of ownership.
  2. Rental units shall be limited to twenty (20) in total at 900 Marshy Cove.  A unit owner must register their unit with management as a rental before the rental unit goes on the market or the owner entertains renting to a prospective tenant or tenants.  Such registration shall be reviewed and approved by the 900 Marshy Cove Board of Directors. Approvals will be granted on a first come, first serve basis.
  3. An entity can own no more than two (2) units. An entity is defined as an individual, family, trust, LLC, or business. An entity extends to immediate family members, relatives, business partners and associates.  Entities also include any other business unit to which the individual, family member of business associates hold an interest.
  4. With the exception of owner occupied units, residency shall be limited to four (4) individuals per unit providing that this conforms to Cambridge City ordinances and regulations.  Other qualifications for tenants will be considered by the special committee.

Penalties for non-conformance:

Owners found to violate of these restrictions shall be assessed an additional $TBD per month until management and the Board of Directors are satisfied with their compliance to these restrictions.
