Deep Harbour Master Association Elects Officers for 2020-2021

The DH Master Association Board of Directors elected a new slate of officers on Monday evening. After much discussion on succession planning, the board voted and installed its new officers.
Each will hold their respective positions until the next Annual Meeting scheduled for June 2021.

We ask each owner to take an active interest in the affairs of the DHMA and your individual condo associations.  Your support is critical to making Deep Harbour a great place to live.

About the DHMA

The Deep Harbour Master Association is the governing corporation for the common areas within the Deep Harbour Community.

The Association has been formed to provide for the ownership, maintenance, repair, snow moving, trash collection, landscapingreplacement and management of the Property and Recreational Facilities, including the storm-water management facilities for the use and benefit of the Units. This includes budgeting and execution of the financial plan which includes reserve funds for long-term replacement of the common elements. The DHMA is obliged to follow the Declaration and Bylaws of the Association.

The DHMA is subject to the Maryland State laws governing Home Owner Associations (HOA's).

The DHMA Board of Directors is composed of members from each of the sub-associations the compose the Deep Harbour community. Each sub-association board appoints a representative to the DHMA board. Each sub-association has one vote. 

The seven sub-associations which include 169 units are represented on the DHMA:
(94 vacant lots are owned by Beazer.)

  • Townhouse 1 (34 Units)
  • Townhouse 2 (16 Units)
  • Townhouse 3 (13 Units)

The board elects its officers annually at the Annual Meeting of the "Council of Unit Owners".

The Board of Directors meets on a regular basis to discuss and decide on actions to manage, protect, maintain, and improve the common elements on the Deep Harbour property. Sentry Management is currently contracted to manage much of the day-to-day business of the association at the direction of the DHMA BOD. This includes issuing work-orders, qualification of vendors, contract management, accounting, consultation, and general operations.

Easton Pools Closed for the Summer

EASTON — The Talbot County Council voted Tuesday, May 26, to keep its community pools closed through summer in response to the coronavirus pandemic. But the county’s summer camps could see an early July opening.
Preston Peper, Talbot’s parks and recreation director, recommended during the council’s meeting Tuesday at the Talbot County Community Center in Easton that the council not reopen the county’s public pools this summer because of staffing, safety, and financial concerns.
Peper said it’s “virtually impossible” for children to maintain a safe physical distance, especially when they’re in a swimming pool “constantly climbing on each other.”

DHMA Annual Meeting of Owners: Reminder

Annual Meeting of Members,

Location: Dorchester Library plus Video Conference.

The Master Association has scheduled the Annual Meeting for Friday, June 5, 2020 at 7:00 PM.
Every year, the meeting has been staged at the Dorchester Public Library.  The library meeting room has been closed for the summer; therefore, a face-to-face meeting is not possible in deference to COVID-19 restrictions. 

An on-line video conference link has been sent to all owners.

Since multiple attendees will be engaged on the video conference, it will be difficult to manage the conversation. So, a few rules will be in place.  
  • All non-board members will be initially muted. The mike will be opened to the members if comments by members are in order.  
  • Written requests by email or US mail will be given priority. Those individuals who have submitted queries will be un-muted to ask their question, make a motion from the floor, or comment. 
  • Each speaker shall announce their name and sub-association. The video conferencing software provides a chat window which will enable viewers to ask questions during the meeting.
  • With your meeting invitation mailer, there will be a proxy form and a form for submit a question or make a comment. 

Even if you plan to attend the video conference call meeting, it is encouraged that you complete the proxy form. Please indicate if you plan to attend the Video Conference.

Letter to the DHMA; Pool Operation

I have a question concerning the opening of the pool.  Is there a regulation/law that a lifeguard is required?  I have visited friends in other private  gated communities around the east coast with pools and it's swim at your own risk. Why is it necessary to have a lifeguard?

We are required to have a lifeguard on duty per Maryland code.
If we could go to a “swim at your own risk” pool, we also would need to consider management of access. We would need to provide fob/card access keys to all residents or upon request. It would also be wise to add camera surveillance. Also, the water needs to be tested three times per day that's also a duty of the lifeguard,

Our closing of the pool had less to do with the lifeguard availability than other issues. With the current crisis, we would need to institute wipe-down sanitation practices. Face masks, and social distancing are expected to stay in place for some time. Bathroom cleaning would also be affected. It just gets too complicated. 

Regarding the necessity of lifeguards

 Excerpt from the Maryland Department of Health and Mental Hygiene
“Code of Maryland Regulations”: “Public Swimming Pools and Spas”

(6) Except as set forth in §D(1) and (3) of this regulation, an owner of a semipublic pool that has a water surface area greater than 2,500 square feet or that is part of a multiple pool facility within one enclosure that has a combined water surface area greater than 2,500 square feet shall ensure that at least one lifeguard is on duty on the deck observing a pool in the ratio of one guard per 50 individuals in the water:

(a) During the peak seasonal use of the pool from Memorial Day to Labor Day; and

(b) During the use of an indoor, heated pool throughout the entire year.

DHMA Meets by Video Conference, April 25, 2020

Yesterday, the DHMA Board of Directors had its first video conference meeting.  Many thanks to Steve Levin of Sentry for setting it up using "Go-to-Meeting", a web video conference app.  

All were successful logging on. Some were on video and some were on audio only. Including the six members of the board, 17 were in attendance. We managed to work through the agenda covering, finances, the pool closing, landscaping projects, the Riverwalk, security, and dumpster corral repair. 

Near the end of the meeting, the microphone was then open for members to express their concerns. Several owners suggested that we continue the practice of video conferencing even after our current crisis ends.  
A Great Idea!

Our DHMA annual meeting was scheduled for June 5, 2020. For now, the board will consider rescheduling to a later date.
In any case, we will supplement the meeting with a video conference. Stand by for updates coming to you here and in the mail.

Deep Harbour News

The Deep Harbour Master Board will conduct its Regular Meeting of The Board of Directors on Saturday at 10:00 AM by Video Conference. Each owner has been mailed the information to join the conference. Check your regular mail.  If you have any specific questions, email them to deepharbour@comcast.net 

DHMA and Sentry are working on repairs due to the recent wind storm. Most of the work affected sub-association properties.  The pedestrian gate at the Trenton Street circle was damaged. 

Now that the Riverwalk has been completed, it has been pleasant to see so many of our residents enjoying it. We are still awaiting a response from the city regarding managing access. The board will be considering signage that will notify the general public on access. 

In a previous DHMA mailer, the newly issued gate codes are posted.  Another mailer will be sent out in May as a reminder. Both the current and new code are both operational now. Only the new code will be in effect after June 5, 2020. Be sure to inform your tenants of the change. Residents are encouraged to acquire a clicker from Sentry.

> No date has been set for the Annual Meeting of Members. Given the COVID-19 restrictions, this is a wait-and-see decision.  Owners will receive notification by USPS mail.  My guess: July? August?

> The Deep Harbour Pool will not open this season. This was a difficult decision for the board. Health was the first priority. After that, the YMCA informed us that they were unable to fulfill the contract. Among other uncertainties, the board was unanimous in its decision to close for the season.

> There have been a few dog-related issues recently. please observe the DHMA pet policy.  Keep your dog on a leash at all times. Be mindful of other pets as there have been dog-to-dog confrontations.
Please pick-up after your dog. There have been some obvious violations around the property.

Deep Harbour Pool: Closed for the 2020 Season


To all Owners and Residents at Deep Harbour,                           April 16, 2020

Pool Closing for 2020 Season:
Recent developments have forced the DH Master Association to take some unique and difficult actions. In the best interest of community health, the  DH Board of Directors has unanimously decided to suspend pool operations for the 2020 season. 

A delayed opening was considered; however, the uncertainty of the situation in the upcoming months makes it difficult to schedule contract services. Training and hiring lifeguards has made business difficult for pool operating companies.  The YMCA, who have operated our pool since 2016, withdrew their bid due to the health crisis.

Another consideration is the financial impact on our association and sub-associations. Closing of the pool will create a surplus of approximately $20,000. At this time, the surplus will be held in our operating account to provide funds for foreseen and unforeseen challenges. The board will also review our operating plan to consider other curtailments.

Pool maintenance:
Coastline Pool Service has been contracted to provide weekly inspections including chemical balancing to prevent contamination.

Mode of Operation, Communication
The Master Association will continue to utilize electronic media to conduct our regular business. The board will use email and texting for most decisions and discussions. DHMA Meetings Postponed, COVID-19 restrictions

To all Owners at Deep Harbour,

Needless to say, things have become complicated.
As president, I have decided to postpone our Regular BOD Meeting originally scheduled for April 18.
Also, Our Annual Meeting of Members scheduled for June 5, will be postponed.
Once Maryland has lifted restrictions, new dates can be rescheduled.
 
Mode of Operation, Communication
Of course, we do have some critical business to manage.
Electronic messaging by email and texting will be our media for most decisions and discussions for the board.

  5. Some services that we contract may be curtailed.

Riverwalk Construction has begun.

The Riverwalk construction has begun.

This project will complete the sidewalk from the Deep Harbour Marina to the Trenton Street pedestrian gate.  Work will continue, weather permitting for two to three weeks,


Much work has been done behind the scenes to ensure that the "walkway" is constructed to industry standards. More work must be done to develop acceptable terms for the management of the riverwalk.

Background
In the original negotiations between the City of Cambridge and Beazer, the issue of access to the waterfront resulted in an easement called the "Riverwalk".  The original concept was to continue the walkway from Cedar St. to Sailwinds. It is doubtful that it will ever happen at least in the near future.

Funding
Funding for the Deep Harbour Riverwalk was the result of a lawsuit that resulted in an $80,000 settlement. In the same lawsuit, the city collected approximately $250,000 in unpaid taxes, interest, and other compensation.

Funding for the maintenance, including snow removal, will be entirely the responsibility of the Deep Harbour Community.  Once built, the city has no responsibility for their easement.  We own it including the liability.

What's next?
The DHMA Board of Directors will be communicating with the city through our legal counsel.
Our first priority is managing access to our property. Limiting access to daylight hours is a minimal requirement to mitigate our risk,
