Deep Harbour Pool to Open on Friday, June 26, 2020

The Deep Harbour Pool will be open on Friday, June 26, at 11:00 AM.

All that enter must adhere to COVID-19 mitigation directive.

Maryland State Directive- Swimming Pools

Rules are posted at the pool house. Coastline, the pool operator, will enforce compliance. 

We have contracted 2020 cleaning Services to clean our bath rooms and pool house twice per day as required by Maryland directives. 

The pool hours are 11:00 AM to 7:00 PM. 
There will be a mid-day closing to facilitate disinfecting.
That should occur around 3:00-3:30 PM.

The kiddie pool will not be open. 

This is a work-in-progress, expect some adjustments.

EASTON — The Talbot County Council voted Tuesday, May 26, to keep its community pools closed through summer in response to the coronavirus pandemic. But the county’s summer camps could see an early July opening.
Preston Peper, Talbot’s parks and recreation director, recommended during the council’s meeting Tuesday at the Talbot County Community Center in Easton that the council not reopen the county’s public pools this summer because of staffing, safety, and financial concerns.
Peper said it’s “virtually impossible” for children to maintain a safe physical distance, especially when they’re in a swimming pool “constantly climbing on each other.”

I have a question concerning the opening of the pool.  Is there a regulation/law that a lifeguard is required?  I have visited friends in other private  gated communities around the east coast with pools and it's swim at your own risk. Why is it necessary to have a lifeguard?

We are required to have a lifeguard on duty per Maryland code.
If we could go to a “swim at your own risk” pool, we also would need to consider management of access. We would need to provide fob/card access keys to all residents or upon request. It would also be wise to add camera surveillance. Also, the water needs to be tested three times per day that's also a duty of the lifeguard,

Our closing of the pool had less to do with the lifeguard availability than other issues. With the current crisis, we would need to institute wipe-down sanitation practices. Face masks, and social distancing are expected to stay in place for some time. Bathroom cleaning would also be affected. It just gets too complicated.

“Code of Maryland Regulations”: “Public Swimming Pools and Spas”

(6) Except as set forth in §D(1) and (3) of this regulation, an owner of a semipublic pool that has a water surface area greater than 2,500 square feet or that is part of a multiple pool facility within one enclosure that has a combined water surface area greater than 2,500 square feet shall ensure that at least one lifeguard is on duty on the deck observing a pool in the ratio of one guard per 50 individuals in the water:

(a) During the peak seasonal use of the pool from Memorial Day to Labor Day; and

(b) During the use of an indoor, heated pool throughout the entire year.

Deep Harbour News

The Deep Harbour Master Board will conduct its Regular Meeting of The Board of Directors on Saturday at 10:00 AM by Video Conference. Each owner has been mailed the information to join the conference. Check your regular mail.  If you have any specific questions, email them to deepharbour@comcast.net 

DHMA and Sentry are working on repairs due to the recent wind storm. Most of the work affected sub-association properties.  The pedestrian gate at the Trenton Street circle was damaged. 

Now that the Riverwalk has been completed, it has been pleasant to see so many of our residents enjoying it. We are still awaiting a response from the city regarding managing access. The board will be considering signage that will notify the general public on access. 

In a previous DHMA mailer, the newly issued gate codes are posted.  Another mailer will be sent out in May as a reminder. Both the current and new code are both operational now. Only the new code will be in effect after June 5, 2020. Be sure to inform your tenants of the change. Residents are encouraged to acquire a clicker from Sentry.

> No date has been set for the Annual Meeting of Members. Given the COVID-19 restrictions, this is a wait-and-see decision.  Owners will receive notification by USPS mail.  My guess: July? August?

> The Deep Harbour Pool will not open this season. This was a difficult decision for the board. Health was the first priority. After that, the YMCA informed us that they were unable to fulfill the contract. Among other uncertainties, the board was unanimous in its decision to close for the season.

> There have been a few dog-related issues recently. please observe the DHMA pet policy.  Keep your dog on a leash at all times. Be mindful of other pets as there have been dog-to-dog confrontations.
Please pick-up after your dog. There have been some obvious violations around the property.

Deep Harbour Pool: Closed for the 2020 Season


To all Owners and Residents at Deep Harbour,                           April 16, 2020

Pool Closing for 2020 Season:
Recent developments have forced the DH Master Association to take some unique and difficult actions. In the best interest of community health, the  DH Board of Directors has unanimously decided to suspend pool operations for the 2020 season. 

A delayed opening was considered; however, the uncertainty of the situation in the upcoming months makes it difficult to schedule contract services. Training and hiring lifeguards has made business difficult for pool operating companies.  The YMCA, who have operated our pool since 2016, withdrew their bid due to the health crisis.

Another consideration is the financial impact on our association and sub-associations. Closing of the pool will create a surplus of approximately $20,000. At this time, the surplus will be held in our operating account to provide funds for foreseen and unforeseen challenges. The board will also review our operating plan to consider other curtailments.

Pool maintenance:
Coastline Pool Service has been contracted to provide weekly inspections including chemical balancing to prevent contamination.

Mode of Operation, Communication
The Master Association will continue to utilize electronic media to conduct our regular business. The board will use email and texting for most decisions and discussions. Deep Harbour Pool Operating Hours for 2019

Management would like to remind the Deep Harbour Community of pool hours.

Summer Hours::
Monday- Sunday:  11 AM - 7 PM
Lifeguards are always on duty.

Weekday hours shorten to 4 PM - 8 PM when school resumes in late August.

Last day for the pool is scheduled for Labor Day, September 7.

The POOL is open. Come sparkle with us!

Many thanks to the YMCA for their diligence.  
Some residents have commented that the pool "sparkles" 
"We've never seen it look so good".  

Kudos also goes to Joe R, for his continued dedication to a higher standard. Multiple improvements to the equipment have been made. The work included resurfacing of the pool, a new cover, and a storage shed.  All of these upgrades we sorely needed after 12 years of use.  

This weekend will be perfect for a dip in the shallow end or a splash in the deep end.  
Come to the pool to escape the 90-degree weather.

This event has always been a great time.

Deep Harbour Pool Improvements in 2017

The Deep Harbour Pool is a centerpiece of our community.  The good news is that attendance was up considerably this season in part due to improved management and oversight.

Much work has been completed in 2017. Under the leadership of Joe R, the pool has been serviced and ready is for next year.

In May, the pool opening was almost delayed due to some mechanical issues in the pump house. A frenzy of activity just before Memorial Day overcame multiple problems to pass Health Department inspection before the big weekend.
These included:
- Main pool pump motor replacement
- Sand in filters replaced
- Pipe leaks repaired
- GFI & motor overload electrical circuits upgraded
- Improved housekeeping of Pool House
- Purchase of an automated external defibrillator (AED)

As the season progressed, bids were solicited to re-surface the pool.
Pool surfaces must be re-plastered periodically.  Reserve funds 
are set aside for this purpose. Work was completed in September & October.

In September, other projects were completed:
- Purchase and installation of storage shed to match the design of the pool house
- New pool cover

Sand filters, pump, and  equipment maintenance improvements

Improvements will continue in 2018.
- The plan is to open the pool for everyday of the week.
- Hopefully, the pool house front office can be re-purposed for community use.
- Of course, better financial management is always on the table.

Elevator Safety Featured Added

Schindler Elevator just concluded installing and testing the power failure rescue feature.
This feature will prevent entrapment during a power outage.

During 2016, we experienced six power outages each lasting 30–90 minutes.
If you recall, last June at 700 Cattail Cove, a resident was trapped in the elevator for 45 minutes.
At 900 Marshy Cove, a resident, missed being trapped by 30 seconds.

How the rescue feature works,
Upon a power failure, the controls switch to battery power.
Next, the hydraulic valve is energized to allow gravity to bring the elevator safely to the lobby level.

Upon reaching the lobby, the door open and stays open until power is restored.

Deck Repairs: Phase One, Third Floor, May 2, 3, 2017

The 900 MC BOD has approved issuance of a Work Order to Shorething to repair the decks of of 5 Units.

The following decks on the 3rd floor are to be repaired. 
302, 303, 307, 309, 311.

Shorething  expects to be on site on Tuesday, May 2.

The work should require two days to complete.

This is phase one of our deck repair project.
Phase two will be the second floor.

Overview of 2016:
This year began with a successful campaign to limit investment ownership within our building. Bylaw changes are difficult as they require a 67% affirmative vote. Two amendments were passed that limit rentals to 20 of the 48 units, and limit ownership to two units per entity.  This should secure our owners’ financing options and maintain the character of our building for all.

In May, at the Annual Meeting of Members, Alan Mc accepted the open director position. Officers were elected by the directors. 
  • ·         President: George B, Unit 408

  • An annual plan to schedule regular maintenance and events has been develop for 2017 and beyond.  The schedule will guide regular events and to communicate expectations to Sentry Management.
  • A three year plan will be published to schedule major replacement projects that will be financed according to the Reserve Plan. Painting, carpeting, and safety will be on the list.
  • 2016 presented 900 MC with several challenges. Two major maintenance issues stressed our operating budget. The financial burden by the following unbudgeted expenses were offset partially by an improvement in utilities cost. Deck repairs will also impact our finances in 2016 and continue into 2017. Our utilities expense should continue to improve with the addition of insulation to the garage ceiling.
  • Finances: 900 Marshy Cove is in great financial health. All condo fees are current, Our reserve funds are on schedule. We will have unplanned expenditures; but, the Association is well positioned to handle these challenges.

Major expense issues:
  • ·         Fire Suppression System: The dry sprinkler system which protects the area about the fourth floor continued to leak air causing persistent “trouble” alarms.  Although, we were protected, the air leaks caused rapid cycling of the air compressor located in the attic space. This problem first surfaced in 2015.  The air leaks have been identified and repaired. The compressor had to be replaced as it failed due to overloading.  Repairs costs $8,206 over and above regular maintenance.
  • ·         Roof repairs: A persistent leak on the roof over Unit 410 was repaired by replacing a section of warped board. It was covered with underlayment and new shingles. The cost of this unbudgeted work was $4,582.
  • ·         Deck repairs: Obtaining a reasonable bid has been a challenge.  Bids ranged from $250 to $4,400 to $14,000. We have issued a work order to repair two decks as a pilot.  If successful, we will issue and work order for the remaining 26. Although the low bid does not conform to the manufacturer’s recommendations, it is felt that it will be durable enough to last several years. 

Minor unbudgeted expenses:
  • ·         Garage Doors: Several failures occurred this year. Broken springs, key pad damage, and keypad failure added minor costs.  Some these costs were offset by reimbursement.
  • ·         Air ducts: Vent ducts for the first floor were cleaned of bird nests. Ducts were sealed to prevent re-entry on all exterior vents. Costs $1850
  • ·         Front doors: After a bike theft, the magnetic door locks were strengthened.

Other mentionable budgeted items:
  • ·         Garage deck: This year we contracted an industrial cleaning company to scrub our garage deck to remove embedded stains.  Previously, the deck was power-washed.
  • ·         Hallway carpets: In August, our hallway carpets were scrubbed, it is evident that our carpets are nearing the end of their life.  Deep stains continue to re-surface. Some are to beginning to see rippling and wear. Pets and trash bags drippings are the culprits.
  • ·         Landscaping & Gardening: Our front yard has improved. Despite adding irrigation and soil improvement, several plants have withered.  The landscaping committee has met with Kyle Marshall to clean up some areas around the building and will be making more improvements in 2017.  The committee will be hiring a separate gardener if desirable.
  • ·         Insurance: Many thanks to our Vice President for negotiating a 6.2% reduction on our insurance.

Other Improvements and mentionable items:
  • ·         Garage ceiling Insulation: To our surprise Beazer hired a contractor to install insulating above the drop ceiling in the garage at no cost to us. The space contains some plumbing that could be subject to freezing. The space is heated by a gas heating system paid for by the 900 MC Association.  The heated space supplements the comfort of the first floor as stated in the design specifications.  We expect to see the benefit over the winter months.  Hopefully, the first floor units ill d also see a reduction in the gas bills.
  • ·         Elevator operation: The elevators were programmed to hold at the last floor exited rather that return to the lobby.  Some reduction in electricity consumption is expected.
  • ·         Annual inspections: Our annual smoke alarm battery replacement program has been augmented to include checking on expansion tanks.  Last year, three defective expansion tanks were discovered and replaced.
  • ·         Pets &  Pet Committee: This year Sentry failed to assess pet owners the $25 annual pet fee.   In 2017, the fee will be assessed in the January letter to owners. The letter will include the proper forms to register pets with 900 MC.  Expect an increase in the registration fee.
  • ·         Advisories: a plan to advise owners on maintenance issues and other helpful messages have been and will continue be posted on the 900 Marshy Cove web site. Elevator Notices also updated with suggestions to avoid problems and offer solutions.
  • ·         Internet links: These sites will provide information about tour community.




Deep Harbour Master Association
  • ·         Beazer has settled a long standing debt of $66,000 with the DHMA.  The money will be used to fund reserves and operating balances.  A committee is reviewing the reserve plan and how to distribute the money.
  • ·         The Beazer owned property known as TH4, and the unfinished properties of TH3, and TH5 are now subject to a Tax Lien by the city of Cambridge. This was noted in the city council Minutes of September 12, 2016.  The DHMA Board of Directors has engaged Cowie & Mott to advise us on the impact that this may have on Deep Harbour.  The Tax Lien does not pertain to any privately owned property or the property commonly owned by the DHMA.
  • ·         Beazer plans to “top coat” the unfinished streets in DH.  They are responding to a DNR run-off remediation issue. No dates have been set.
  • ·         Street lights have been failing at a high rate. The new LED’s were installed without surge/lightning protection devices.  It is believed that this may have caused our high failure rate.  All new bulbs and old bulbs will include surge protection. DHMA has absorbed most to the cost of replacement after the installer refused to replace all of the bulbs.  LED bulbs should last longer than HID and consume 75% less electricity.
  • ·       The YMCA successfully manage the DH pool in 2016.  They will be asked to bid again in 2017.
  • ·         A DH landscaping committee has been formed. Each sub-association will be represented.
  • ·         Parking remains a problem within DH. Commercial Vehicles are not permitted as stated in our bylaws and Parking Policy.  New Maryland towing laws have complicated penalties.
  • ·         Personal gate codes were eliminated and replaced with one code.  Many remotes were accidently disabled during the download process. This appears to have been corrected.
