 CWDI ASKS FOR PUBLIC INPUT ON SAILWINDS DEVELOPMENT

          Cambridge Waterfront Development, Inc.(CWDI) in partnership with BCTDesign Group, is launching an on-line survey asking for your ideas and opinions about the future of waterfront development at Sailwinds.  Your ideas will be considered by CWDI in the shaping of a development master plan which will guide development decisions over the next several years.

          The Cambridge Waterfront area subject to development planning extends from the Burton Fishing Bridge to Cambridge Creek and encompasses approximately 40 acres.  To assist your thinking about how this area should be developed, a background presentation and introduction to planning topics will precede the questionnaire.

It can be accessed beginning December 10^th.  CWDI encourages you to go to the website and take advantage of the presentation information and complete the questionnaire on-line.

Riverwalk Scuttlebutt

Some misinformation has come to my attention.

Our Deep Harbour Community DID NOT PAY for the recently extended sidewalk referred to as the "Riverwalk". The sidewalk was fully funded by a law suit levied against Beazer. The City of Cambridge sued for back taxes and other compensation totaling near $250,000. In addition, $80,000  was collected for the completion of walkway around the property know as Townhouse 4.

If you read your DH governing documents, you will learn that the DHMA is responsible for the maintenance of the walkway. Once completed the city will contribute nothing. 

This has been discussed at several of our DHMA meetings and mentioned in my President's Report in the past year.

contractor begins work on the riverwalk

Riverwalk Construction has begun.

The Riverwalk construction has begun.

This project will complete the sidewalk from the Deep Harbour Marina to the Trenton Street pedestrian gate.  Work will continue, weather permitting for two to three weeks,

Much work has been done behind the scenes to ensure that the "walkway" is constructed to industry standards. More work must be done to develop acceptable terms for the management of the riverwalk.

Background
In the original negotiations between the City of Cambridge and Beazer, the issue of access to the waterfront resulted in an easement called the "Riverwalk".  The original concept was to continue the walkway from Cedar St. to Sailwinds. It is doubtful that it will ever happen at least in the near future.

Funding
Funding for the Deep Harbour Riverwalk was the result of a lawsuit that resulted in an $80,000 settlement. In the same lawsuit, the city collected approximately $250,000 in unpaid taxes, interest, and other compensation.

Funding for the maintenance, including snow removal, will be entirely the responsibility of the Deep Harbour Community.  Once built, the city has no responsibility for their easement.  We own it including the liability.

What's next?
The DHMA Board of Directors will be communicating with the city through our legal counsel.
Our first priority is managing access to our property. Limiting access to daylight hours is a minimal requirement to mitigate our risk,

What do the owners at 900 Marshy Cove pay in taxes?

Data for this analysis was obtained from public records from The Dorchester County Web site.

In 2017, an analysis revealed a tax increase from 2017 to 2019 averaging $66 per year per unit.

In 2014, the analysis revealed a tax increase from 2014 to 2019 averaging $276 per year per unit.

Taxes are based on real property values and updated every three years. Your taxes go up as property values rise.  Original owners have seen 50% swings in taxes since 2007, mostly favorable.

Collectively, the building owners pay $138,635 in real estate taxes per annum.

The difference between the highest and lowest rate is $620 per year.

Creekside Eastons are the highest. Cedar Street Baysides, Arundels, and Chesapeakes are lowest.

Dorchesters are all taxed at the same rate.

In summary, water-facing units are assessed at a higher rate.

You will see some anomalies with the Baysides and Arundels.

Overall, the Deep Harbour community contributes approximately $450,000 to the County's and City's tax revenue.

ALERT! City seeks bids for RIverwalk

Deep Harbour Riverwalk Extension The Commissioners of Cambridge are soliciting sealed proposals from qualified contractors for the construction of the Deep Harbor Riverwalk Extension. Work consists of the installation of approximately 580 linear feet of 10 ft. wide riverwalk consisting of poured concrete and cobble pavers to match the existing walkway. Sealed bids will be received by the Department of Public Works, 1025 Washington Street, Cambridge, Maryland 21613 until 4:00 p.m. (EST) on Tuesday, December 4, 2018, at which time they will be publicly opened and read aloud. The Contract Documents may be examined at the office of the Department of Public Works, 1025 Washington Street, Cambridge, Maryland 21613. Hard copies may be purchased for $10 per set. Digital copies will be provided at no cost.
