Riverwalk: A path to nowhere

To: all Unit Owners at Deep Harbour
Subject: Riverwalk within Deep Harbour
The City of Cambridge sued Beazer for past due taxes and completion of the pedestrian easement known as the “Riverwalk” The city has $80,000 in their 2019 budget for the completion of the Riverwalk.  Our declaration documents require that we maintain the Riverwalk and open it for public access once completed. Until then, Deep Harbour is closed to the public.
Public access has created several security problems for our community. Thefts of opportunity and break-ins have occurred. Littering and noise have also annoyed residents.  The DHMA has endeavored to minimize pedestrian traffic with a plan to close pedestrian gates and will be sealing gaps in our fence line. The goal is to create a truly gated community for the exclusive use of the residents which is safe and secure. 
At our meeting with the city representative, we expressed our concerns. The city representatives which included the city’s lawyer, a councilman, the city manager, and the public works manager, listened to our concerns.  They did not commit nor consider any accommodation to our objections.
Our concerns and comments:
·        Security and Safety
·        Questionable value to public and Deep Harbour
·        Increased Financial burden to Deep Harbour
·        Liability and risk
·        Our contributions to the city and self- management

Simply put, the Riverwalk as conceived has no value to the public nor the residents of Deep Harbour. It was part of a larger vision that included commercial development of the properties along the creek. That never happened and will not for some time.
 The city moved on this issue with no consideration of our community. We were never asked nor invited into the discussion.
Once built, the city walks away and leaves us with the liability, and the cost of maintenance which includes snow pushing and repairs.
Our community is 100% residential, a private gated community. There is nothing here for the general public.  Really, a sidewalk around a vacant lot?
The adjacent neighborhood trespasses using our streets as a shortcut, Littering, theft, and noise is what we have experienced from the general public,
The city’s vision and our reality are out of sync.

Taxes paid by Deep Harbour total $470.000
169 condominium units are privately owned and occupied.
94 lots reserved for townhouse construction are owned by Beazer.

Beazer makes no contribution to the ongoing maintenance of the property other than grass cutting.  They also contribute nothing the reserve fund for future repairs and replacements of common elements. The burden of the bulkhead which secures their property and other elements are supported solely by the owners of Deep Harbour.

Bids are out on the street.  On December 4, the project will be awarded. 
City Council meets every Monday at 6:00 PM.  Express your concerns.

Current Projects:
·       -  Deck repairs:  All 48 decks have been repaired. Reserve funds financed the project. This should be a superior solution over previous work and should seal the vinyl for five years or more.
·       -  Lobby Access: The access security system has been installed. The data base is almost complete. Additions need to be made as several residents have purchased additional fobs. The call box data base needs validation as some phones numbers are missing. The general access code has been de-activated.

Future projects:
·     -   Hallway carpets: We plan to have our hallway carpets steam cleaned on November 27.  In the first quarter of 2019, new carpeting will be installed providing cost and design issues are resolved. The final plan will be scheduled for discussion at the January board meeting. Estimated cost: $28,000-$33,000 to be funded by reserves.
·      -   Landscaping & Gardening: Our yards have vastly improved. Increased irrigation has improved the plantings.  $3500 is budgeted for future plantings in 2019 and maintenance of the gardens surrounding 900 Marshy Cove. Edging has been installed along front gardens to retain mulch. A new hose spigot has been installed near the front garden.
·        - Insurance: Last year we were able to dodge an increase of 16% and acquire a decrease of 4.5% on our premium. Recent weather has made insurance companies wary of insuring waterfront properties. We have anticipated a possible increase in our budget.
·      - Unit Inspection Program: We are working with Sentry to develop a unit inspection program to check on HVAC, decks, expansion tanks and other maintenance items for the unit owners.
·      -  Power washing of exterior and caulking: scheduled for March- April 2019

Accomplishments in 2018
·    -    Smoke Alarms: Maryland Smoke Alarm Law requires replacement after ten years, All 48 units have been upgraded as of October 11.  The Association managed a replacement program to make replacement convenient and to ensure full compliance.
·     -   Lobby and storage area: All surfaces painted funded by reserves.(2017)
·       -  Hallway Painting: All surfaces were painted in common areas matching the original color scheme; funded by reserves; cost: $18,400
·       - Energy sourcing: Contracted Nania to source our electricity reducing our annual cost by $900.
·       -  Hallway table lamps: Change bulbs to LED’s: Annual savings of $750
·      -  Insurance Policy: reduced premium 4.5%, savings: $544



Other Issues:
·      -  2019 Budget: The proposed budget has been sent to all owners. The 2019 budget includes an $8.00 increase. The increase includes $7.34 increase to The DH Master Association. Two-third of that will be contributed to the Reserve Fund for future bulkhead restoration.
·      -  Pets & Pet Committee: In 2018, a revised Pet Policy was approved. We are still seeking a pet committee chairman. No “dog walking “signs have been installed around our building’s garden areas.  The 2019 pet policy will be refreshed to make it easier for renewal.

Advisories: A revised Information Booklet has been posted on the 900 MC Blog site for 2019Elevator notices and blog posts advising tenants and owners on maintenance issues and other helpful messages will continue be posted. Internet links: These sites will provide information about our community.

Deep Harbour Master Association
·        - The YMCA will be renewed to manage the pool in 2019. Great reviews in 2018.
·        - A DH landscaping committee. Improvement of the property’s appearance is obvious.
·      --  A new gate code has been activated. Residents are encouraged to have visitors use the call-up feature rather than passing out the code.  Sentry is actively updating the database in the gate call box. Residents should use remotes available which are available at Sentry’s office. Bollards will be installed to protect gate motors.
·     -   Gates and fencing improvements have been approved to better secure and privatize Deep Harbour. Cost: $33,000. The goal is to stop non-resident pedestrian and vehicular traffic. 
·     -  A DHMA Pet Policy is has been reviewed by our lawyer and has been circulated to the membership.
·         DHMA has had conversations with the city regarding the planned Riverwalk. Every effort will be made to mitigate public access to our gated community.
·       - The Cambridge Police Department has increased surveillance of our property.

Events at 900 Marshy Cove - Fire alarm Incident.

To All residents at 900 Marshy Cove
First, thank you for co-operating and enduring the two fire alarms this week. The alarm was a system trouble alarm. No fire was detected.  Everyone heeded the alarm and followed proper evacuation protocol. Any alarm can be the real thing.
Yes, Thursday was a bad day here at 900 Marshy Cove. Despite our efforts to avoid a “Trouble Alarm”, we had our fourth since June.
Our system is inspected once per year for proper operation; however, device failures are often surprises.

What happened?

This week the dry sprinkler system in the attic lost air pressure. Several residents noticed over the weekend that the compressor which maintains the air pressure in the pipelines in the attic was cycling more frequently; but, still keeping the pipeline pressurized. Sentry contacted Fireline, our service provider, to check things on Monday.  On Monday morning before their arrival, pressure was lost and an evacuation alarm sounded.  The diagnosis was a broken compressor.
To bridge the time, a temporary compressor was installed and we were back to a safe state.  Andy and I monitored the air pressure on a regular schedule.  Last night, the pressure started dropping faster than the previous day. Ultimately, pressure was lost at the alarm sounded again at a really bad time. 
Plan
Fireline has ordered a new compressor to replace the current one.
The new compressor will be installed as soon as possible and the pipeline inspected for leaks.

ALERT! City seeks bids for RIverwalk


The Commissioners of Cambridge are soliciting sealed proposals from qualified contractors for
the construction of the Deep Harbor Riverwalk Extension. Work consists of the installation of
approximately 580 linear feet of 10 ft. wide riverwalk consisting of poured concrete and cobble
pavers to match the existing walkway.

Sealed bids will be received by the Department of Public Works, 1025 Washington Street,
Cambridge, Maryland 21613
 until 4:00 p.m. (EST) on Tuesday, December 4, 2018, at which time
they will be publicly opened and read aloud.

The Contract Documents may be examined at the office of the Department of Public Works, 1025 Washington Street, Cambridge, Maryland 21613. Hard copies may be purchased for $10 per set.
Digital copies will be provided at no cost.

The successful bidder must agree to commence work on or before a date specified in a written
“Notice to Proceed” from the Owner, and to fully complete the project within 45 calendar days.

Bidders shall visit the site before submitting a bid for this work and thoroughly familiarize
themselves as to the accuracy and correctness of the same.

The City of Cambridge reserves the right to reject any and all bids and/or waive informalities or
